Fighting Over Buddhism.

The sudden decision of India and China to drop the meeting of their special representatives only a day before it was scheduled in Beijing has brought a cold war on Buddhism out in the open.
China decided to drop the meeting as New Delhi reportedly turned down its demand to keep the Dalai Lama away from a four-day Global Buddhist Congregation that began in New Delhi Sunday. This glitch automatically puts off the later defence secretary level annual dialogue of Dec 8-9.
Both sides have publicly downplayed the issue but there is far more behind the scene than what meets the public eye.
The Chinese leadership is determined to make China the supreme Buddhist power. The sudden love affair with Buddhism arises more from anxieties related to the Tibetan spiritual ruler Dalai Lama, than a change in heart on religion.
China's Communist rulers are focused at building up enough credibility in the international Buddhist community to have their way on the selection of the Dalai Lama's new incarnation before he dies. The Chinese believe that a friendly Dalai Lama will solve their Tibet knot that has found frequent expression through public uprisings and self-immolation sprees since 1951.
It was the unexpected Tibetan uprising of 1989 that made Chinese leaders realise that a Tibetan generation who had never seen the Dalai Lama and who grew on daily staple of Communist propaganda was to blame. Following a serious review at the third 'Tibet Work Forum' in 1991, China adopted a new policy in Tibet which accepts religion as a tool of winning hearts.
As part of this strategy, Chinese Communists have selected at least two top ranking lama incarnations of Karma Pa and Panchen Lama in 1993 and 1995 respectively. Gedhun Choeky Nyima, the six-year-old who was recognized by the Dalia Lama as the 'real' Panchen Lama, still remains under Chinese custody 18 years later.
While Chinese candidate Giancin Norbu has yet to be accepted by Tibetan masses, the Karma Pa escaped to India to join the Dalia Lama on the eve of New Year of 2000.
To the supporters of the Dalai Lama, the selection of these two senior incarnate lamas are dress rehearsals for China to impose a baby of its own choice as the Dalai Lama once the incumbent is no more.
Leaving behind Mao's distaste for religion, Beijing hosted the first World Buddhist Forum in 2006 in Zhejian province and the second in March 2009 in Wuxi. The latter attracted over 1,700 delegates from 50 countries. In both meetings, Giancin Norbu was paraded as the senior most representative of Buddhism in the world.
This aggressive marketing by China as the real Buddhist powerhouse of the world has not gone down well with India, where the Buddha attained enlightenment. New Delhi too has launched its own Buddhist conferences in Singapore, Cambodia and Sri Lanka. There will be similar shows in Nepal and Vietnam.
While the current posturing by New Delhi and Beijing over border dialogue shows where their real concerns lie, the new religious theatre is bound to lead to new fireworks.

Did The Taliban Fool NATO?

WASHINGTON: NATO forces may have been lured into attacking friendly Pakistani border posts in a calculated maneuver by the Taliban, according to preliminary US military reports on the deadliest friendly fire incident with Pakistan since the war began.

The NATO air strike killed 24 Pakistani soldiers over the weekend in an apparent case of mistaken identity, The Associated Press has learned.

A joint US-Afghan patrol was attacked by the Taliban early on Saturday morning, and while pursuing the enemy in the poorly marked border area, seem to have mistaken one of the Pakistan troop outposts for a militant encampment and called in a NATO gunship and attack helicopters to open fire.
US officials say the account suggests the Taliban may have deliberately tried to provoke a cross-border firefight that would set back fragile partnerships between the US and NATO forces and Pakistani soldiers at the ill-defined border. 

Officials described the records on condition of anonymity to discuss classified matters.

The incident sent the perpetually difficult US-Pakistan relationship into a tailspin.

Gen James Mattis, head of US Central Command, announced on Monday that he has appointed Brig Gen Stephen Clark, an Air Force special operations officer, to lead the probe of the incident, and said he must include input from the NATO-led forces in Afghanistan, as well as representatives from the Afghan and Pakistani governments.

According to the US military records, the joint US and Afghan patrol requested backup after being hit by mortar and small arms fire by Taliban militants.

Officials described the records on condition of anonymity to discuss classified matters.

Before responding, the joint US-Afghan patrol first checked with the Pakistani army, which reported it had no troops in the area, the military account said.

Some two hours later, still hunting the insurgents who had by now apparently fled in the direction of Pakistani border posts, the US commander spotted what he thought was a militant encampment, with heavy weapons mounted on tripods.

Then the joint patrol called for the air strikes at around 2.21am Pakistani time, not realizing the encampment was apparently the Pakistani border post.

Records show the aerial response included Apache attack helicopters and an AC-130 gunship.

US officials are working on the assumption the Taliban chose the location for the first attack, to create just such confusion, and draw US and Pakistani forces into firing on each other, according to US officials briefed on the operation.

At the White House, spokesman Jay Carney said President Barack Obama considers the Pakistani deaths a tragedy, and said the administration is determined to investigate.

The Pentagon released a four-page memo from Centcom commander Mattis to the general he named to lead the inquiry. Mattis directed Clark to determine what happened, which units were involved, which ones did or did not cross the border, how the operation was coordinated, and what caused the deaths and injuries.

Mattis asked Clark to also make any recommendations about how border operations could be improved, and he said the final report should be submitted by December 23.

The details emerged as aftershocks of the NATO airstrike were reverberating across the US military and diplomatic landscape Monday, threatening communications and supply lines for the Afghan war and the success of an upcoming international conference.

While US officials expressed regret and sympathy over the cross-border incident, they are not acknowledging blame, amid conflicting reports about who fired first.

The airstrike was politically explosive as well as deadly, coming as U.S. officials were working to repair relations with the Pakistanis after a series of major setbacks, including the U.S. commando raid into Pakistan in May that killed Osama bin Laden.

In recent weeks, military leaders had begun expressing some optimism that U.S.-Pakistan military cooperation along the border was beginning to improve.

US Army Maj. Gen. Daniel Allyn told Pentagon reporters just last Tuesday that incidents of firing from Pakistan territory had tapered off somewhat in recent weeks.

Speaking to reporters on Monday, Pentagon press secretary George Little stressed the need for a strong military relationship with Pakistan.

"The Pakistani government knows our position on that, and that is we do regret the loss of life in this incident, and we are investigating it," said Little.

The military fallout began almost immediately.

Pakistan has blocked vital supply routes for US-led troops in Afghanistan and demanded that Washington vacate a base used by American drones. Pakistan ordered CIA employees to mothball their drone operation at Pakistan's Shamsi air base within two weeks, a senior Pakistani official said.

The officials spoke on condition of anonymity to discuss intelligence matters.

On the diplomatic front, the Obama administration said Pakistan may pull out of an international conference on Afghanistan next week as a result of the incident.

The State Department also issued a new warning for US citizens in Pakistan. It said that all US government personnel working in Pakistan were being recalled to Islamabad and warned Americans to be on guard for possible retaliation. US citizens in Pakistan are being told to travel in pairs, avoid crowds and demonstrations and keep a low profile.

Muslim Students Boycott Evolution Lectures.

London: A growing number of Muslim students at a leading British university are avoiding lectures on evolution, saying it is contrary to the creationist ideas stated in the Quran.

Professors at the University College London, a leading multidisciplinary university, have expressed concern over the rising number of biology students boycotting lectures on Darwinist theories, which forms an important part of the syllabus, citing their religion, the Daily Mail reported.

These students include three trainee doctors in one of Britain's leading medical courses.

Muslim opponents to Darwinism maintain that Allah created the world, mankind and all known species in a single act.

According to Darwin's theory of the survival of the fittest, every organism on earth is involved in a struggle for survival and some individuals of a species are better adapted than other individuals to their environment.

The individuals that are better adapted to their environment are most likely to survive and have a chance to reproduce, thereby passing on their useful adaptations to the next generation. Those who are less well adapted do not survive long enough to breed. These ideas formed the basis of Darwin's theory of evolution by natural selection.

Actions And Intentions.



 Actions are but by intentions.

'Umar b. al-Khattab narrated that the Prophet (S) said: Deeds are [a result] only of the intentions [of the actor], and an individual is [rewarded] only according to that which he intends. Therefore, whosoever has emigrated for the sake of Allah and His messenger, then his emigration was for Allah and His messenger. Whosoever emigrated for the sake of worldly gain, or a woman [whom he desires] to marry, then his emigration is for the sake of that which [moved him] to emigrate." Narrated by Bukhari and Muslim.

This hadith has only one path to 'Umar: Yahya b. Sa'id al-Ansari on the authority of Muhammad b. Ibrahim al-Taymi, on the authority of 'Alqama b. Abi Waqqas al-Laythi, who narrated it from 'Umar b. al-Khattab. Large numbers of people narrated this hadith on the authority of Yahya b. Sa'id, including Imam Malik, al-Thawri, al-Awza'i, Ibn al-Mubarak, al-Layth b. Sa'd, Hammad b. Zayd, Shu'ba, Ibn 'Uyayna and others.

This was the first hadith Bukhari recorded in his book, where it serves the purpose of the introduction (khutba), pointing out that all deeds that are devoid of the proper intention are vain (batil).

'Abd al-Rahman b. Mahdi is reported to have said that "Were I to compose a book comprised of various chapters, I would place the hadith of 'Umar regarding deeds and intentions in each chapter." 

This is one of the firm hadiths which serves as an axis of Islam. Al-Shafi'i said that it comprises a third of all religious knowledge. Ahmad b. Hanbal said that the principles axes of Islam, in terms of hadith, are three: the hadith of 'Umar that "deeds are judged only by intention," the hadith of 'A`isha, "Whoever introduces into our affairs that which does not belong, it is rejected," and the hadith of al-Nu'man b. Bashir, "The licit is clear and the illicit is clear." Ishaq b. Rahawyah also included this hadith as one of the axes of Islam. 

Abu Dawud, the collector of the Sunan, is reported to have said that of the 4,800 hadiths in his book, it is sufficient if a person knows four, the hadith of 'Umar regarding intentions and deeds, the hadith "Part of person's virtue in Islam is to ignore that which is of no concern to him," the hadith "The believer is not a believer unless he desires for his brother what he desires for himself," and the hadith "the licit is clear and the illicit is clear."

The first question regarding this hadith is whether it refers to all actions, or only those actions whose validity requires an intention (niyya)? Thus, if it refers only to the former, it would not apply to the customary areas of human life, e.g., eating, drinking, clothes, etc., as well as transactional matters, e.g., fulfilling fiduciary duties and returning misappropriated properties. The other opinion is that the hadith refers to all actions. Ibn Rajab attributes the first position to the later scholars whereas the second position he attributes to earlier scholars.

The first sentence of the hadith, "innama al-a'mal bi-l-niyyat," is a declaration that the voluntary actions of a person are a consequence only of that person's purpose to perform the act or bring it into existence ("la taqa' illa 'an qasd min al-'amil huwa sabab 'amaliha wa wujudiha.").? The second sentence, "wa innama li-kulli imri` ma nawa,"is a declaration of religion's judgment of the act in question ("ikbar 'an al-hukm al-shar'i")? 

Thus, if the intention motivating an act is good, then performance of the act is good and the person receives its reward.? As for the corrupt intention, the action it motivates is corrupt, and the person receives punishment therefor.? If the intention motivating the act is permissible, then the action is permissible, and the actor receives neither reward nor punishment. Therefore, acts in themselves, their goodness, foulness or neutrality, from the perspective of religion,? are judged according to the actor's intention that caused their existence.

Niyya is used in two senses by the scholars of Islam.? The first is to distinguish some acts of worship from others, e.g., salat al-zuhr from salat al-'asr or to distinguish acts of worship ('ibadat) from mundane matters ('adat).? This is the primary usage of the term in the books of the fuqaha`.? The second usage is to distinguish an action that is performed for the sake of Allah, subhanahu wa ta'ala, from an act done for the sake of Allah and others, or just for the sake of other than Allah.? This second meaning is that which is intended by the gnostics ('arifun) in their discussions of sincerity (ikhlas) and related matters.? This is the same meaning that is intended by the Pious Ancestors (al-salaf al-salih) when they use the term niyya. Thus, in the Qur`an, the speech of the Prophet (S) and the speech of the Salaf, the term niyya is synonymous, or usually so, with the term desire (irada) and related terms, e.g., ibtigha`.? 

The texts of the shar' testifying to this usage are too numerous to be cited in this posting, but include such verses as "Among you are those who desire (yurid) the profane world and among you are those who desire (yurid) the next," and "You desire (turidun) the profit of the profane world but Allah desires [for you] the next," and "Whosoever desires (yurid) the harvest of the profane world, etc." and "Whosoever desires (yurid) the immediate [gratification of the profane world], we hasten it to him what We wish to whom We desire," and "Do not expel those who call out to their Lord in the early morn and in the evening, who are seekers (yuridun) of His face and let not your eyes wander from them out of covetous desire (turid) of the frivolity of the profane world."?

Likewise, Imam Ahmad and al-Nasa`i report that the Prophet (S) said that "Whosoever takes part in a military campaign in the cause of Allah, but sought only booty [thereby], shall gain [only] what he intended (nawa)," and on the authority of Imam Ahmad, "Most of the martyrs of my community shall die in their beds (ashab al-furush), and many a man killed in battle whose intention is known only to Allah," and the hadith of Sa'd b. Abi Waqqas in Bukhari, where the Prophet (S) says "Indeed, you shall never spend of your property an amount whereby you are desirous (tabtaghi) of pleasing Allah save that you shall be rewarded for it, even the morsel of food that you place in your wife's mouth."? Similarly, it is reported that 'Umar said "One who has no intention (niyya) has no [meritorious] deeds ("la 'amala li-man la niyyata lahu").

Despite the importance of having a good niyya, and its centrality to Islam, it is among the most difficult things to achieve. Thus, Sufyan al-Thawri is reported to have said, "Nothing is more difficult for me to treat than my intention (niyya) for indeed it turns on me!."? Yusuf b. Asbat said, "Purifying one's intention from corruption is more difficult for persons than lengthy exertion (ijtihad)."?

An act that is not done sincerely for the sake of Allah may be divided into parts:
The first is that which is solely for display (riya`) such that its sole motivation is to be seen by others in order to achieve a goal in the profane world, as was the case of the Hypocrites in their performance of prayer, where Allah described them as "When they join prayer, they go lazily [with the purpose] of displaying [themselves] to the people."

At other times, an action might be partially for the sake of Allah and partially to display one's self in front of the people.? If the desire to display one's self arose at the origin of the action, then the action is vain.? Imam Ahmad reports that the Prophet (S) said, "When Allah gathers the first [of His creation] and the last [of His creation] for that Day for which there is no doubt, a crier will call out, 'Whosoever associated with Me another in his actions let him seek his reward from other than Allah, for Allah is the most independent of any association (fa-inna allaha aghna al-sharaka` 'an al-shirk)."? 

Al-Nasa`i reported that a man asked the Prophet (S), "What is your opinion of one who fights [in the way of Allah] seeking fame [in the profane world] and reward [from Allah]?"? The Prophet (S) replied, "He receives nothing [by way of reward from Allah'."? The Prophet (S) repeated this three times and then said, "Allah accepts no deeds other than those that are performed solely for His sake and by which His face is sought."? This opinion, namely, that if an act is corrupted by any desire to display one's self (riya`) then that act is rejected, is attributed to many of the Salaf, including, 'Ubada b. al-Samit, Abu al-Darda`, al-Hasan al-Basri, Sa'id b. al-Musayyib and others.

If one's intention is corrupted with something other than the desire to display one's self, e.g., to earn profit whilst on a jihad in the path of Allah, such an intention reduces one's reward from jihad, but does not negate it entirely.? Muslim reported in his Sahih that the Prophet (S) said that "Soldiers in the path of Allah attain two-thirds of their reward immediately when they obtain booty [from the enemy], whereas they receive their reward in its entirety when they obtain nothing from the enemy."

As for an action whose origin is for Allah, then it subsequently becomes corrupted by a desire to display one's self, then the Salaf differed as to whether such an act is vain.? Their differences on this matter have been reported by Ahmad and al-Tabari.? Al-Hasan al-Basri is reported to have held that such a desire, in itself, does not invalidate the proper intention that was the origin of the act.

In conclusion, the saying of Sahl b. 'Abd Allah is most beautiful in this regard: Nothing is more difficult on a person than sincerity because the person gains no share of that [act].? Ibn 'Uyayna said that Mutarrif b. 'Abdallah would repeat the following prayer, "O Allah! I seek Your forgiveness for that which I sought your repentance but to which I subsequently returned; I seek Your forgiveness from that which I rendered to You from my self, but then, I was not able to maintain faithfully; and, I seek Your forgiveness from that by which I claimed I desired your Face but my heart became corrupted with that which I did."

Wa akhir da'wana an al-hamdu li-llahi rabbi al-'alamin, wa-l-salat wa-l-salam 'ala ashraf al-mursalin wa 'ala alihi wa sahbihi wa azwajihi.

Kashmir Has 6 Lakh Visitors.



Hokarsar Bird Reserve (Jammu and Kashmir): This premier wetland in Srinagar is in the prime of its beauty these days -- it is host to more than 600,000 migratory birds, with the numbers swelling with each passing day.

Each year, thousands of migratory birds leave their summer homes in Russian Siberia, the Phillipines, eastern Europe, China and Japan, flying thousands of miles by navigating their long arduous journeys through instinct, to reach their winter homes in the valley.

"By the middle of this month, more than 600,000 migratory birds, including greylag geese, mallards, gadwalls, garganeys, pochards, grebes, wigeons, shovellers, teals, coots and pintails, have reached this bird reserve.

"We have around 4,000-5,000 greylag geese in the reserve this time and more are arriving each day," Wildlife Warden (Wetlands) Rouf Zargar said, adding his department has formed special anti-poaching patrols to check illegal hunting of the birds outside the reserve.

Bird hunting was banned in Jammu and Kashmir in 2001.

"We have seized many weapons of poachers who have been produced before the courts for the offence. Bird protection has to be a communal effort and all of us have to understand that our survival is directly linked to the well-being of wild animals and birds around us," the warden asserted.

Encouragingly, some migratory bird species like the purple moorhens have started living inside this bird reserve as residents.

"We have around 50,000 purple moorhens in the reserve this time. They lay eggs inside and bring up their chicks," said Muhammad Ramzan, a forester at the reserve.

"Initially, they used to be migratory in nature, but for the last six years they have changed their habits and live as resident birds here."

Ramzan also spotted scores of cormorants.

"The cormorants are basically birds of passage. They live here for a short time after their arrival. They will soon fly out to the Indian plains where they spend the winter months.

"They will again spend a part of their time in this reserve in the spring before flying out to their summer homes," said Ramzan.

Displaying their mutli-coloured plumage, the birds fly in systematic patterns, creating a mesmerising spectacle over the skies in the reserve.

"We also host Ruddy Shelducks in the reserve. The migratory bird is known for its capacity to fly high," said the warden.

"All the migratory birds leave the reserve in the evenings for feeding in the Wullar Lake and other water bodies, but with arithmetical accuracy, they return in the mornings to spend the day in the safety of the reserve."

The birds feed on water chestnuts and wild grass, but when the water bodies are frozen during the extreme winter cold, the wildlife department arranges special paddy meals for them.

"We feed huge quantities of paddy to the birds during the extreme winter freeze as their body temperatures prevent freezing of the small pools of water inside the reserve, where they remain huddled during the days of freeze," he said.

In order to maintain the ecological balance inside the reserve, the wildlife department has been working hard to maintain the balance of water and grass.

"We have to maintain a 60-40 percent balance between water and the grass inside the reserve. If there is overgrowth of grass, we employ labour to cut it. While the birds need water for swimming, feeding and mating, they lay their eggs in the grass of the reserve," the warden said.

"An encouraging development during the last some years has been that some of the mallards that came here earlier only during the winter months to ward off the extreme winters of their summer homes have also started staying back to breed inside the reserve," said the warden.

Located just 14 km from city centre Lal Chowk on the Srinagar-Muzaffarabad highway, many residential areas have come up around the reserve.

"This is a potential danger to the delicate eco-system of the reserve.

"Although the boundaries of the reserve are well marked, yet the discharge of affluent from these habitations, the noise pollution and the unavoidable human interference are worrisome," the warden maintained.

UNESCO Overcomes US-induced Shortfall.

New Delhi: UNESCO Friday launched an emergency multi-donor fund to overcome a shortfall caused by the US witholding its dues. The African nation of Gabon immediately donated $2 million to the fund, a UNESCO statement said Friday.

The US withheld its contributions following the admission of Palestine to UNESCO Oct 31, leaving it with an immediate shortfall of $65 million to the end of 2011, and a further gap of 22 percent in its $653 million budget for 2012-2013.

Israel followed suit and withheld its contribution of $1.5 million for 2012-2013.

The US announcement provoked an unprecedented outpouring of support for UNESCO from individuals, associations and private corporations from all corners of the globe.


"I see these expressions of support as clear recognition of the good that UNESCO does in the world. These are very concrete indicators of success," UNESCO director general Irina Bokova said.

She urged member states to support an immediate increase in the organisation's working capital fund for 2012-2013 from $30 million to $65 million.

South Sudan and Palestine were admitted to UNESCO as member states, and Curacao and Sint Maarten as associate members. This brings the total number of member states to 195 with eight associate members.

This letter is from Banta Singh from Punjab. We have bought a computer for our home and we found problems, which I want to bring to your notice.

After connecting to Internet we planned to open e-mail account and whenever we fill the form in Hotmail in the password column, only ****** appears, but in the rest of the fields whatever we typed appears, but we face this problem only in password field. We checked with hardware vendor Santa Singh and he said that there is no problem in keyboard. Because of this we open the e-mail account with password *****. We are unable to enter anything after we click the 'shut down ' button.

There is a button 'start' but there is no "stop" button. We request you to check this.

We find there is 'Run' in the menu. One of my friend clicked 'run ' has ran upto Amritsar! So, we request you to change that to "sit", so that we can click that by sitting.

One doubt is that any 're-scooter' available in system? As I find only 're-cycle', but I own a scooter at my home.

There is 'Find' button but it is not working properly. My wife lost the door key and we tried a lot for tracing the key with this ' find', but unable to trace. Is it a bug??

Muslim Community’s Stand on the Lokpal Issue

New Delhi, 24 August 2011: A broad-based consultation among Muslim organisations was held yesterday at the All India Muslim Majlis-e Mushawarat (AIMMM) Central Office to discuss and formulate the Muslim community's stand on the Lokpal issue. The meeting chaired by AIMMM President Syed Shahabuddin, was attended by representatives of Jamaat-e Islami Hind, Markazi Jamiat Ahle Hadees, All India Milli Council, Welfare Party of India, Muslim Political Council, Students Islamic Organisation and Lok Janshakti Party. A representative of the CPIM also took part as a special invitee. 

The Meeting decided that the Muslim community as a weaker section must fully support any movement to reduce and eliminate corruption in the country. It supports the idea that the proposed Lokpal should cover the political executive, including the Prime Minister and the higher Bureaucracy and the Legislators should also be brought under the purview of a strong and effective Lokpal. However, the community has reservations about the methodology adopted by Anna agitation which seeks to impose its draft of Jan Lokpal Bill on the country. The same method may be used tomorrow to pressurize the Government and the Parliament to concede unreasonable, even unconstitutional demands. Democracy demands Parliamentary supremacy in the field of legislation which should be based on national consensus emerging out of discussion and dialogue. No Committee or group or party can claim to have absolute wisdom or script the last word.
            
The Meeting was of the view that the creation of a single entity to fight all kinds of corruption at all levels is not a correct approach because such a mega authority, amounting to a super-government or a parallel government, will be impracticable and crumble under its own weight and breed new sources of corruption.

The Meeting agreed that corruption in judiciary should also be tackled but separately and for that reason it should not come under the purview of the common Lokpal. Its independence cannot be allowed to be undermined.

The Meeting also came to conclusion that lower bureaucracy should have a separate complaint-redressal system, which should be effective and be subject to monitoring by the Lokpal.

The Meeting demanded that the corporate sector, the NGOs, the professional classes and the mass media must also be made accountable through separate legal mechanisms to Lokpal-like controls.

The Meeting was of the view that the existing mechanism of Lokayukt, the CVC and the CBI should be strengthened and freed from government control.

The Meeting was also of the view that basic political and electoral reforms were essential, to create a corruption-free super-structure of governance.

Finally, the meeting stressed the need for creating social awareness and a transparent environment so that struggle against corruption becomes a common task of all enlightened citizenry.
